Cohorts 1 and 2

2006

TIF was established in 2006 to support performance-based compensation system (PBCS) programs that compensated teachers and principals for their performance, based on a multiple measure evaluation system, including student growth.

Cohort 3

2010

Alignment of PBCS to comprehensive strategy for improving and strengthening the workforce emphasized. Sustainability introduced as a priority, based on requirement of dedication of non-TIF funds to support PBCS.

Cohort 4

2012

Human Capital Management System (HCMS) priority introduced to expand application of educator effectiveness data beyond compensation to include 7 additional areas of decision making.

Cohort 5

2016

Equitable access to effective educators identified as a competitive priority, and alignment to state equity plans encouraged.
